That’s nice for them, but how about the next guy? If everyone could stay, say ten years at their favorite posting, no one else would get to go there.

That's certainly a good point. I don't think the CSA was making an argument against no time limitations for assignments, but maybe longer assignments. Also, I've found that almost everywhere I've been, there are people that loved the place and wanted to stay, even at the "bad" locations, like Fort Polk, LA.
