At this point the Hatch Act may as well not exist. The only people who are ever penalized are Privates or their civil service counterparts - you know, the people who have no real platform and no one listens to, anyway.
The folks who have a platform - the service secretaries, flag officers, deputies, etc. - say whatever they want, whenever they want. And then say "oopsie" *if* they are called out on it.
