Sometimes, truly, the seemingly most bizarre can quite honestly be the most innocuous or benign, the human mind has some sort of weird facility for permuting things into mysteries when they're honestly not, just an observation, I'm not saying I'm right, certainly....

Purely as a thought, I'd seem the amateur rocketry mention here, however, what occurs to me is a possible sounding rocket, I'd sent in material on NASA Wallops Island, in Virginia, I think in the past, I can't recall exactly when, however, there's a Wikipedia page on the place, I'd suppose such sounding rockets are also launched from other facilities as well, just a guess, of course....
