She means the microcosm world within the academies. Cadets have their own leadership structures.
However, the article makes it seem like she's thinking that rape is going to occur if you have college-age people together without older adults around. (She seems not to remember that 18 and 19 year olds are adults.) If you really have a situation in which cadets have to chaperoned around like children, (I assume we do NOT have that problem), then the whole ROTC thing is unusable because that would mean that the products of ROTC would not be capable of handling the responsibilities of being officers. If a rape is alleged, investigate and prosecute if the investigation warrants it.
