Yes, the story is incomplete. Why was an order issued to confiscate his weapons? No, the fact that he resisted is not prima facie evidence that the weapons should have been confiscated.

Gun-grabbing "do-good" legislators putting the danger on the cops who have to do their bidding because "It's the Law" --- even if it's an unconstitutional law, and therefore no law at all.
If this individual is too unstable to possess firearms, then why not confiscate his car as well, and every knife in his kitchen, every match, lighter, or fire-making device of any kind, and any bleach or poisonous household items.
More simply, commit him to an asylum, where he can be helped while no longer a danger to society.
