Read the contents more carefully. It focused on the 1973 War Powers Act and previous operations prior to 2020s (Iraq, Afghanistan, Somalia, etc.). It does not mention Ukraine or Russia. The 2001 authorization from GWOT would not apply for Eastern Europe.
