I personally think shackling should be on a case by case basis rather than a blanket policy ... but I am willing to give the benefit of any doubt to ensuring the safety and well-being of medical personnel. Don't want to take a chance on being shackled during child birth? Don't commit crimes that are likely to put you in jail. Glad she got the payout for the multiple rapes though. There is obviously no excuse for that.

Not sure how I feel about the shackling... But the guard was wrong and deserves whatever he gets.
