I was the Staff Duty Officer one night at Ft Hood and I made my rounds. I visited the barracks at 2100 and saw many soldiers mingling outside that summer night. I asked if there was a party to which a soldier replied the AC is broken. I decided to investigate further and went into the barracks. I estimate that it was 90 degrees in the barracks. No wonder they were outside and incapable of sleeping.
The following morning I reported this to my Armor BC. He looked mad and said what the fvck can I do about this? Later that day I saw him and the Division Commander inspecting the barracks. The AC was promptly fixed, and I felt so proud of the BC.

The barracks in 1995 were falling apart. The barracks built after 1995 were falling apart in 2015. Who is building these barracks?

This is a start, but no where near the level that needs to take place to fix the ongoing problems at Fort Hood.
Dial back op tempo, no unit needs to deploy every 18 months. Allow sergeants to do sergeants business (with unnecessary micromanaging). Listen when soldiers speak up, and we're well on our way back to comprehensive and unified team building.
