Maybe we can make it against the law to kill people? Enforcement of laws is a deterrence. Going to a Korean jail kept a lot of GIs out of trouble when stationed there.

Yeah, I have probably been to all 184 of the gun stores in Houston. The murders we do are in large part to the gangs that are moving in to the North and East sides. Would probably be a higher murder rate, if we didn't have a lot of people packing!

Hmm, not that far back Washington DC was the murder capital and they cleaned it up, a bit, without Chicago's version of gun control.
