He's likely wearing MILES gear because he was probably at JRTC (Fort Polk) or NTC (Fort Irwin) training to go to Kosovo. And this "interview" was most assuredly part of that training.

I was always told NEVER to give an interview... probably, among other things to prevent something like this from getting released. We simply re-directed the media (or anyone with a camera) to address their questions to our PAO.
