But this would not create a federal law making abortion a crime. It will just return the authority to regulate it to the States. This was never an enumerated power of the federal government.

We all remember when slavery and civil rights were left up to the States. That went so well. The right to privacy and individual's choice when it comes to medical decisions shouldn't be dictated by a govt at any level unless it endangers society. Instead, gerrymandered states to ensure partisan political control wants to be the deciding voice opposed to the near 70% of Americans that support the current law.
By the way, McConnell suggested passing a federal ban on abortion once GOP controls government; so the intent to criminalize it at federal level is there.
