I will take any degree of compromise. From either side.

Good. I am not a fan of asset seizures. To many stories of people transporting legal cash and getting pulled over for speeding and their cash being stolen by law enforcement with the made up story that it was going to be used to buy drugs even though no drugs were found and the citizen didn't have any priors.

Unless I am reading this wrong. And I am sure you will tell me my friend. This only restricts the federal government from getting their share. It doesn't limit what local law enforcement does.
In Nebraska, during a drug bust for instance, they can size all drugs, money and the vehicle used to transport it. If the quantity is sufficient enough to be considered for distribution. These are held until the trial. If found guilty, all are siezed. The drugs destroyed, cash is split depending on arresting authority, and the vehicle is sold. I am not sure if the feds get any. But this is interesting. Thanks.

Many states have banned local agencies from taking money direcly from seisures. Departments have been going around this by feeding the seisures through the feds the the feds give it back "laindered" to the local police. Thus getting around the intentions of the state and local lawmakers. This bill would put an end to that.

Also they often take piles of cash even when there us no evidence of a crime PRESUMING that it is from unlawful sources. You then have to prove then wrong to get it back reversing the presumption of innocence. The last time I liked over 80%of the cash takrn did not involve a conviction for a crime.

In Nebraska none if that has ever been legal. However if you are caught with quantities of controlled drugs and cash all will be confiscated. If you are one of the fools who goes to Colorado and purchases large quantities of marijuana, they will also take your car. If you are found guilty it all becomes the property the state. The car is either used for police stings or sold at auction. The money is then funneled into the state funds to increase different programs.
