The Director, NID, said it all. NO CONCLUSIVE EVIDENCE TO PROVE THE RUSSIANS DID ANYTHING. That is not to say they did not, but that we are risking damaging international relations on speculation, just to soothe the egos of a bunch of losers that showed how despicable they were/are.

So Obama should sever diplomatic ties, expel the Russian Ambassador, close all Russian Legations in the United States, recall our Ambassador and close all our legations in Russia. If you have evidence of intent to subvert the 2016 election - that is an act of war. Either ask joint session of Congress to declare war or shut up and stop the whining.

It all boils down to this; The CIA is making an intelligence assessment, and the FBI is making a legal assessment. Bottom line is, no one can definitively say the Russians did it and what the ultimate goal was in doing it. The thing is, it does not matter, with regards to what happened as a result, in that the DNC's dirty laundry was exposed. The DNC has been acting in an irresponsible, immoral, and illegal manner. We should absolutely find out who conducted this hack and apply mitigation standards to prevent it in the future.
