Corruption is systematic to any large organization. The government is so large that it is difficult to gain accountability.

IMO, this is not about "this administration." It highlights a number of problems, chief among them is the results of George Bush creating Homeland Security and consolidating all those agencies under one umbrella, with little monitoring and control.
It also lies with Congress for not insisting on an increase in the staff of the internal affairs branches within each organization.
