My own program (the Air Operations Center weapon system) is guilty of this. While there are many causes of this, the largest I see is regulatory requirements to procure, update and accredit IT systems for use on NIPR and SIPR. The 2008 move from DITSCAP to DIACAP was challenging and drove timelines longer, and now the current move from DIACAP to RMF places even more burden and mountains of documentation before new IT systems, hardware or software can be put on the network.
