This is a rather disturbing report. Critical systems in our government have yet to be updated. We are squandering billions of dollars on keeping these antiquated systems operating. And there doesn't seem to be a plan to get them upgraded.
The government has a horrible track record of "investing" in IT and their success rate of implementation is so low it is almost immeasurable. What can be done to get the government computer systems into the 21st century? How can we get the success rate of implementation up to a level that is commensurate with the business world? The systems is broken and we have to figure out a way to turn this around.

My own program (the Air Operations Center weapon system) is guilty of this. While there are many causes of this, the largest I see is regulatory requirements to procure, update and accredit IT systems for use on NIPR and SIPR. The 2008 move from DITSCAP to DIACAP was challenging and drove timelines longer, and now the current move from DIACAP to RMF places even more burden and mountains of documentation before new IT systems, hardware or software can be put on the network.
