I see what NPR's doing here. No one who supports Trump gives a shit whether he gets rid of the Obama funding initiatives. They'll actually applaud it mostly. So go after the on the fence with Trump and/or those who are simply dead set against him by invoking Bush's perspectives (which some of them will care about).

Here's the deal though. Trump isn't targeting programs like AIDS and other medical support we provide along side USAID. He's looking to cut everything. Mexico is a different beast. President Bush is absolutely right in that we should support countries like Mexico to help them grow and become a country which eventally does not depend on such assistance. But that should not be done by taking in their people when they illegally come into the US. The point of our funding is to help facilitate conditions where the people have little need or do not want to leave.
