Fewer Youths Incarcerated, But Gap Between Blacks And Whites Worsens

A lot of hoo-hah but not a lot of reality.

* there's too much crime in our neighborhood
---- here, have some more police
* no, because then people will think everyone who lives in this neighborhood is a criminal

* there's too much crime in our neighborhood

* only if each cop is from the neighborhood, otherwise the people who live in the neighborhood won't respect the police
---- OK, give us some people from the neighborhood to train as police
* no, because they've been brought up to hate the police

* too many X youth are being arrested
---- here, have some rehab and therapy
* no, because having those centers/clinics in our neighborhood will make people think all of our youth are deadbeats
---- then...drive to the clinics in our neighborhood
* no, because then all the Y people in that neighborhood will say "I'll bet those X's are going to therapy..."

You sadly can't make this up...

Economic.insecurity as well as other social based problems to include racism surely must be playing a part in this.
