I've been talking about this for a while - China is sowing the seeds of diplomacy the less tried method - by being diplomatic. I'm not surprised that Djibouti will have a Chinese military base as China has been slowly projecting force for a while. Islands in the South Pacific, base in Africa, aircraft carriers in production and so on. As well China looks at Africa as a way to keep their workers employed - most deals require a good portion of the labor to be provided by China. The only way to possibly win in this game is to seriously invest in Africa.
