The downside is that with senior enlisted staying in longer, it could jam up the promotion slots making middle enlisted leave the service early. If people cannot advance, they will not stay in. That will need to be addressed as well or the problem will just move down to middle and lower enlisted.

IMO it won't change many SNCOs to stay in any longer than they would in the current retirement system. To many of us are to beat up, or burnt out, to stay in past 25-26 years. Of course this will could change with the amount of days deployed decreases.
