Great video and I just watched a few minutes ago...SPOILERS...
BLUF: It's inconclusive, but highly unlikely
1. There is a Russian military base next to the beach which is a legitimate target
2. ATACMS strike would do far more damage if intentional
3. There is the possibility that missile was intercepted and the damage was from falling debris
