If you look at today's outsourced military radio and telecom systems with there encryption systems. we are behind the times for aiding the single troop being to effectively communicate up the line with Intel like photos or scanning docs over distance. the cell phone running on your own land or sat based networks are not compatible with personal carry equipment and for good reason.
Also the normal cell phone at say 200$ is much easier to procure than a 3k$ mil encryption device if the field.

That's funny. Pretty sure there's a reg that states not to use ANY internet or web based messaging applications on government cell devices.
