As long as a person has the appropriate security clearance, and the President feels the need of the person's advice and counsel, I would assume he can discuss what he wants with that person. So it would seem that it is a very easy "end-around" if someone is not on the National Security Council.

I don't understand the purpose of this article other than to create an inflammatory headline. The article itself states that President Trump has not made and is not intending to make Mr Bannon a member of the National Security Council. All he has done is state that Bannon would be a regular attendee at NSC meetings. When the headline runs counter to the information in the article so I call this a fake news story.
