It does not matter what WE call a threat. It does not matter what WE think the threats ideology is. When we formulate our strategy, we are foolish if we do not pay attention to what HE calls himself and what HE says his ideology is. It is very difficult to conduct a serious and valid threat assessment otherwise.

Maj John Bell - Major; for internal use only you are correct. HOWEVER there may well be "hears and minds" issues which are adversely affected by the terminology which we use publicly to describe a threat.
