The guy was drunk and disorderly, and apparently not one of the sharper knives in the drawer; it wouldn’t surprise me if his mouth didn’t keep running after he was arrested. It would’ve been nice if there had been a police officer nearby who could have de-escalated this at the beginning.

But he failed to do his job, and he resigned before getting reprimanded... that’s just a mediocre police officer.

1. he was drunk. 2. he was verbally abusive to this woman. 3. he followed her when she tried to get away from him, because she feared he would become violent. 4. he was basically accusing her of being an illegal alien because she was not white and was wearing a shirt that says Puerto Rico. 5. he was so stupid he did not know that Puerto Rico is a US territory.
assault? verbally. hate crime? yes.

I am not a big fan of people being rude and abusive in public. There is far too much of it going on these days. I am not sure being rude or stupid is a crime. If they were, our jails would need to be much larger. He may have been drunk and could have been arrested for public drunkenness and perhaps even assault. Hate crimes are a waste of time and resources.
