Joe Biden is considering restarting construction on Trump's southern border wall as his administration continues to grapple with a growing immigration crisis including record numbers of illegal crossers.”

This may not be that easy, based on:
- How were the contracts terminated.
- reissuing new contracts, if required to include the bid process.
- mobilization costs and time.
- additional costs for supplies/materials previously purchased and no longer available (for a multitude of reasons).
- availability of contractors (contractors usually don’t sit around waiting for a previous customer to change their mind).
- availability of the supplies/materials
- weather conditions, cooler winter/early spring weather easier to work in than summer heat (also impacts on concrete curing).
- and some other issues, like USACE support personnel.

USACE is used to “reacting on a dime” to meet unexpected demands, but some things are outside of their control.
