When was the last time ANYONE at DoD said the budget was adequate for their needs? I don't like the smell. . . .

I remember when we had these "soft" screws we had to use to attach panels to the M113A2 APC to make them swimmable. I don't know how many hundreds or thousands of new screws and re-drilling broken off screws that were redone. Had they done a more thorough investigation into the problem, who knows how much money could have been reallocated for other projects. Trying to save money by buying what is cheaper will always cost more in the end.

I know exactly what your talking about the screws for the drainage holes under the drives for the front sprockets? The Army never quite figured that out and after enough M113's and M901's and Bradley's sunk in various ponds or rivers. The Army abandoned amphibious operations for training as too dangerous.

Our military and the government bureacracy needs to learn to work within their means. I still fume when I recall time as a commander how I budgeted my annual allocation but others blew right thru theirs. The fix? Take money from me and reallocate to them. So yeah the military industrial complex spends, spends, spends believing the pot of cash will always be refilled even if they produce zero results.
