Biden asked Congress to loosen visa restrictions on highly educated Russians

There has been some debate on the Hill about legislation that would ramp up this type of immigration from Russia. We already have security clearance procedures in place that would probably mitigate the possibility of spying. The biggest benefit would be the brain drain it causes in Russia. The hope is that it creates a major outflow of talent and technical expertise that it hurts the Russian defense industry. If this type of policy did get traction with Russian STEM experts it would most certainly cause lasting damage to their research and development capabilities. Considering the economic pain that most ordinary Russians are likely experiencing, I’d say this is good policy that could be effective.
