Because MSG Stan Hutchison asked for complaints, here we go!
1) I do not like that these investments "allow" more manufacturing. I believe they should REQUIRE more manufacturing. Yes, it is a quibble.
2) I would also prefer that, rather than invest, the government had outright purchased. Even a pre-purchase. But the government has PLENTY of uses for these chips. Buy them and get a return on investment.
3) I would also rather see the government address the inequality that causes it to be cheaper to import. I believe in the free market. The government picking winners and losers by handing out money is, generally speaking, bad. And yes, I said the same thing about bank bailouts and auto bailouts.
All of that being said, the above are, honestly, quibbles. Overall, I think this is a good thing. Not the BEST thing, but still good. I try to give credit where due, and in this case, the administration is at least moving in the right direction.

MSG Stan Hutchison - In the political world this could have been in the works for months waiting for the trigger to be pulled...If you do this we will do this under the sheets conversations, nothing official or traceable...amazing how that works like the US Space Force headquarters in Colorado versus Huntsville AL. That was purely a political decision
