I don't think it was. If he had been set, maybe. But he didn't look set to me. So it wasn't a pitching motion. IMHO.

He was making his typical motion going into his set position when he hesitated for less than a second and continued moving his hand up when he stepped off the rubber. It was an attempt to deceive the runner plain and simple. All he had to do was take a second to formerly set and then separate his hands and he would have been ok. The job of an umpire is sometimes to judge intent. They are not calls we like to make.
