Although the article is tongue in cheek, the good people of Canada are prepared - as well should we all be, when it comes to off-planet exploration and residence.
Why else has there been two efforts that off-planet exploration requires i.e. League of Nations, and United Nations?
Star Trek series' entertainingly demonstrates the need to have a functional planetary approach in preparation to interacting with other sentient beings!
Going to space in the spirit of international peace seems necessary.
