I sometimes wonder if no force is better than half a force. It seems that we spend just as much maintaining an inadequate force as we do in maintaining an adequate one.

Yes but it can be depressing if you allow yourself to think about it that way. I suppose we COULD withdraw from the western pacific entirely, but it's not just nature that abhors a vacuum.
