No I had not seen this specific article COL Mikel J. Burroughs although I am somewhat familiar with exoskeleton armor development.
I am glad to learn that Robotic exoskeleton capability may help the brain injured. Mechanical solutions have helped us internally for years - mechanical heart valves and mechanical hearts both are "wired" to our nervous systems internally. Pacemakers and artificial limbs are relatively common these days and have helped many.
