This seems like such a no brainer to me. Of course BOTH sides have to agree to ending the war. Even WWI and WWII, which had VERY clear cut unequivocal winners and losers, ended through negotiations of all parties.

YOU HAVE TO BRING BOTH SIDES TO THE TABLE TO NEGOTIATE...Geez!!! Russia is an adversary...I have been affilated withthe AF for over 39 years and I have always heard that term.
