Based on his extensive 12 hours of narcotics training....
In this case the problem wasn't just the stupid cops, you also have to consider the stupid judge who just automatically signed off on the search warrant without anything approaching probable cause.
Many police departments need reform, but so so most of the judges who regularly sign off on any warrant request they receive, knowing that they are totally immune for their own failures.
