The video is incorrect as the U.S. does not have any foreign military bases within the United States. There are military detachments of foreign countries that are on U.S. bases, but no "foreign military bases on U.S. soil" as we think of U.S. bases in Germany, South Korea, etc.
For example, the "training base that Italy maintains in Texas" likely refers to the Euro-NATO Joint Jet Pilot Training Program (ENJJPT)*. Likewise the Royal Netherlands Air Force doesn't have a base in Arizona, but does have a detachment of F-35s at Luke Air Force Base, Arizona*.
