Does sleeping on the street make this disabled Marine vet a criminal?

With how many homeless veterans we have, and those who are danger-close to becoming homeless: we shouldn't be giving any semblance of priority to any refugee or immigrant (not saying not to welcome them depending on origin country, circumstances, etc., but they're on their own as far as their own well-being is concerned) until we solve this issue first. Ditto for aid to foreign countries (especially those that would visibly celebrate our demise). It doesn't help that a number of the homeless are that way on purpose because of successfully taking advantage of the kindness of better-off people (or those who really can't afford to be kind, but are so anyway). They really want to solve this issue?
They can start by pulling a hard rein on real estate appraisers. You cannot possibly justify to me with a straight face that such and such residence increased in value several times over when absolutely nothing was done to it other than changing owners. The idea we put a monetary value of a home over it being an adequate sanctuary for the occupier is something that should go away. A home is supposed to be a familial sanctuary, a place to generate and maintain familial memories and sentiment. It's an industry that I equate to the industries of weddings and funerals. They shouldn't exist except perhaps on a limited level, and not be a rich person's game for choices within.
Corporations want to buy up these resident properties? Ok, they can start by giving the properties they've already acquired--literally give-- those single family homes to homeless veterans who'd want them; especially those with families. No mortgage, no property taxes, etc. Oh but what about the funding for the government for x y and z? Cool, let's start by axing the bureaucratic type positions that we can honestly function without, and you'd be surprised how many positions we can axe where that'd be the case. Yeah, I'm advocating for smaller government.
Point is this is not a simple answer that works for every situation. The above is a start, and only that.

My property taxes went up 25% over last year. Did I make improvements that would justify the increase? Nope. But my town’s government is in bed with the local real estate community. We have to start at the local level to make any progress.

SrA John Monette I hate to imagine what my taxes on my car would look like if I had never served. Thankfully enough my state grants active military personnel tax exemptions, and retirees too I think.
