So many questions...
1. Have you ever lived in or visited The Projects (housing, usually apartments, built for the poor)? The Left (such as those governing California) love to speak of "equity" without understanding what it means. When people are given anything without paying a fair price for it, they have no equity in the property given. Another way of saying this is that they have no "interest" in it. Why should they care for it? Maintain it? The result is easily seen the the blight that overtakes the property.
2. If California ruins itself by giving away money they don't have, should We the People of other states bail them out with money we don't have or should We rescind California's statehood and have them revert to a territory in which the federal government appoints territorial managers. (I know, I know. Our federal government is no better than California's.)

Honestly with how rampant our homeless situation is especially in the major cities: they (the homeless) should be getting the priority treatment as opposed to any foreigners. Not saying we can't or shouldn't welcome refugees and immigrants who came here the legally right way, but they should be rock bottom on the list of people that the government is charged with helping. Of course though depending on who reads these posts I'm just preaching to the choir.

If you read the whole thing, they have to pay back the down payment and appreciation of the value once they sell he property
