Excellent post Colonel. Thank you for sharing this Sir. I can shed a little light about this post. Being that I was a former Sailor who wore various Navy uniforms. One reson for the bell bottoms could be tradition. Many years ago it was established to distinguish enlisted from officers. Another reason would bethat when Sailors were assigned to swab decks, many of them would go barefoot and were able to roll up their pant legs easily and not have to take theor boots off. Another reason would be better mobility in bell bottoms. Another reason would be with those bell bottoms if a Sailor were to fall overboard they can use it as a flotation device. I recall the dungarees uniforms got phased out in 2000 and the Navy was introduced to the utilities uniforms. Over the years the Navy has gone through a lot of uniform changes, to the now usuage of Navy green acu type patt uniform.
