Duh! That's what military planners do. Different war and different enemy, but the plan I worked on is what was sitting on the shelf when Iraq invaded Kuwait. Take off the shelf, blow the dust off and start updating for the current situation.

Agree with you here. Military planners plan. Developing a plan is absolutely no indication that it will be used, just that that nation sees a POTENTIAL to be used somewhere down the road.
Right now I would wager the Pentagon has plans to invade at least half of the nations in the world. And multiple plans for all of the bigger ones - including some of our allies.
