Politics always bring bad ideas as feasible solutions. Had this been part of a comprehensive HADR plan and stakeholders in it... this would be an effective tool. The clearing house area for arrive should be a nearby port - and customs officers of host nation and stakeholders inspeact cargo and then load it onto ships that move from port to pier and then back for another load. Instead - no one is inspecting the loads coming in and orchestrating arrival based off of critical needs. Not a feasible solution - just a political one that will be abused.
