LTC (Join to see) Congress, not the Executive Branch, provides all funding and MAGA/Republicans have reduced or blocked military funding for the last 3 years. Sorry, this simply is no longer the pro military GOP you and I served under thanks to MAGA taking over the party.

Lt Col John (Jack) Christensen - Congress (which a handful of exceptions) is neither pro-military nor anti-military -- each member of congress is simply out for themselves. In nearly all cases that means two things: Increasing their personal/family wealth, and being re-elected so they can continue increasing their personal/family wealth. If there happens to be a military presence in their district or major defense spending in their district they will vote for whatever defense spending they think will buy the most votes, but they are equally willing to trade off military spending for any vote-buying program they think will buy more votes (especially if they think they can blame the other party for the cuts).

Lt Col John (Jack) Christensen - Real campaign finance reform would actually exacerbate this problem. If corporate donations were banned and candidates were limited to receiving donations from individuals within their district, the effect would be even more pork barrel spending to buy local votes.
