VA sites need more rape kits, trained staff to aid sex assault victims

A VA hospital is a hospital right? It's there to provide services to veterans - right? So then why wouldn't they have the required amount of kids and staff to assist veterans who are SA victims?
"Investigators also expressed concern that despite department rules mandating mental health referrals be made at victims’ request within 24 hours of an assault report, staffers failed to document whether those resources were made available in more than half of the cases reviewed."
If they're mandated to refer to mental health on victim request, then that means they are supposed to have these services. Also not only women are SA victims. Go see the article I posted about the doctor at Madigan who has been charged with sexually abusing 41 male victims over 2 years. EVERYONE needs the proper care who is a SA victim.
What makes you think a regular hospital isn't "over burdened?" Rape is a problem throughout our society...civilian or military.
