Some officers earn rank, A few are just rank. I had at least a couple of these a month try to come into the control/transmitter room at the TV station, ignoring the posted regulation.

Had to delay a few flag officers in my career while we sanitized the area so that they could come in. Rank doesn't necessarily convey need to know.
