Some are saying that Biden could Federalize the Texas NAtional Guard. It's my understanding that the National Guard is under the control of the Govenor and the US GOV needs to ask the State for National Guard assistance

No the President can federalize the National Guard. Think back to I believe when GOV of either Alabama or Mississippi refused Presidents integration order. President federalized Guard to enforce his executive order.
