I can confirm the Air Force and strategic levels of the DoD have been doing this for decades now. As far back as the late 90s into early 2000s I participated several AF led exercises as the Red Team (OPFOR) for all things IW, to include a focus on my specialty, cyber operations (for both influence operations and cyber attack/exploitation). Our main focus was the deny, degrade and disrupt things at the operational and tactical level for forward Air Operations (which in essence would have affected all of the service's air operations). At the Air Force's Wargaming Center, I led the OPFOR IW scenarios again for the 2000 Joint Vision 2010 tabletops, delivering eye opening successes through human influence scenarios via cyber platforms. That led to yet another tabletop at the Naval Post-Graduate school, where we executed government wide scenarios with experts of many specialties throughout the DoD and federal agencies. Again, delivering eye opening successes in IW to our leadership. It's good to see the Army doing this finally at the tactical level.
