The biggest influx of out of state drivers is people coming to visit Disney. While they will never publicly admit it, FHP targets out of state license plates so knowing about the move over law is beneficial to those Disney visitors who don't want a $500 ticket.
Kind of the same with the camping law. It's hard enough to get reservations at a Disney campground but knowing that Florida residents have an extra month to book needs to be factored into out of state visitors planning.

While we're at it, tell out-of-state drivers (and Floridians) that you must turn oN your headlights in the rain, in Florida! I see a lot of cars these days who have to "auto" lights feature, and whose lights don't activate.
