This is what happens when you do not make people learn English. You see it everywhere in El Paso where they push Spanish hard to keep low income workers and this make these folks vulnerable to many things such as poor healthcare and scams like this one. But making people learn English is racist, no not making them keeps them weak, vulnerable, and controllable.
