Sad but not entirely surprising. When I was in high school in the 60s I'd guess that the percentages were about the same,if not worse, but there was an active draft to make up for it. If the services continue to not make quotas I could certainly see the draft becoming active again.

We also have an aging population with a remarkably high percentage of folks well past "military age."
I tell ya, if we were to get into a major war to.orrow, I would not be in line to sign up, either. I'm old and broken. Plus, I've done my time, it is time for others to do theirs.
If drafted, I would serve and serve honorably to the best of my ability. But volunteering? After already going to combat multiple times AND serving for over 20 years? Not likely.
And I would be willing to wager I am not alone in that sentiment.
I think this is one of those questions that the WHY is far more important than the WHAT.
