I really do not believe we have a functioning mental health system as part of NICS before you buy. The Sutherland Springs shooter never should have been able to buy yet he was and the person that dropped the ball nothing that we know of has happened to them for that mistake. People always go after the easy fix after a shooting, the healthy, law abiding citizens. Developing a list of mental health conditions that presents you from purchasing is a first step and I would be shocked if a meeting of psychologists have ever come together to decide which conditions can still own and which conditions should be prohibited.
