How did he lie? The letter NEVER represented their opinion as fact.
"It is for all these reasons that we write to say that the arrival on the US political scene of emails
purportedly belonging to Vice President Biden’s son Hunter, much of it related to his time
serving on the Board of the Ukrainian gas company Burisma, has all the classic earmarks of a
Russian information operation.
We want to emphasize that we do not know if the emails, provided to the New York Post by
President Trump’s personal attorney Rudy Giuliani, are genuine or not and that we do not have
evidence of Russian involvement -- just that our experience makes us deeply suspicious that the
Russian government played a significant role in this case."
If you really want the facts of that letter, here you go:

Morell has stated he had no intention of pushing disinformation (fancy word for lie) to cover for Hunter until he took a call from Blinken, then working as part of Biden’s campaign staff. He did as he was hoping the land the Director of CIA position. Morrell even got a thank-you call from Biden campaign chief Steve Ricchetti, after Biden used his 100% fake letter as “evidence” in a debate to counter President Donald Trump’s attacks on Biden family influence-peddling.
Morrell ran the letter as his own private disinformation operation - the letter was giving to Natasha Bertrand, then at Politico, where the bears the hallmarks of Russian disinformation” language was pushed into the MSM. The FBI had already primed the social media outlets and any mention of laptop was scrubbed.
It wasn't until a year later that the documents were “authenticated”, after Morrel's suppression ploy had worked.
You can put a pig in a wig but its still a pig.

We’re now learning that his campaign helped gin up the disinformation about Hunter’s laptop.
